How to demystify OSS and excite governments?

Many governments struggle with the concept of open-source, particularly when thinking about the procurement of foundational eGov systems (e.g. Digital ID or Civil Registration). What do we need to do from a comms and advocacy perspective to demystify OSS and get governments excited about DPGs?
